Karimojong Overland Safaris
Concession operatorA professional safari and conservation company with a long-standing operational presence in the reserve. KOS has held a hunting concession since 2008, a 20-year arrangement under which it conducts regulated sport hunting, distributes revenue to nine surrounding local governments, and supports basic reserve operations.

Pian Upe Community Wildlife Association
Community voicePUCWA represents the pastoralists, farmers, and families of Karamoja whose livelihoods and daily lives are most directly affected by the reserve. It provides the community governance voice within the co-management structure: advocating for community interests, facilitating benefit distribution, and ensuring conservation remains accountable to the people it is meant to serve.
Local Governments
Structured beneficiariesNapak, Nabilatuk, Nakapiripirit, Amudat, Kween, Bulambuli, Bukedea, Kumi, and Katakwi. Under the concession agreement, a proportion of all revenues is distributed to these districts, a direct financial link between the reserve's conservation activities and local government income.
